ECO4 Scotland
The ECO4 (Energy Company Obligation) scheme is a UK government-backed initiative designed to tackle fuel poverty and improve home energy efficiency across Scotland. Funded by major energy suppliers and administered by Ofgem, ECO4 takes a "whole house" approach — providing fully funded upgrades to homes with poor energy ratings. Running from 2022 to December 2026 (it has been extended), the scheme targets low-income and vulnerable households, helping Scottish homeowners and private tenants cut energy bills, reduce carbon emissions, and live in warmer, healthier homes.
What it covers
- Properties in Scotland with an EPC rating of E, F, or G
- Homes with inefficient heating systems or substandard insulation
- Off-gas-grid properties, including traditional stone-built rural homes heated by oil, LPG, or electric systems
- Both owner-occupied and privately rented properties
Who may be eligible
- If you, or someone in your household is on means-tested benefits, such as Universal Credit, Child Tax Credit, Income Support and more.
- You may still qualify through your local authority's Flexible Eligibility route if you have a low household income and live in a property with a low EPC rating.

- All improvements are fully funded (no upfront cost to eligible households)
- Work is carried out by certified, accredited installers such as Herofix
