ECO4 Scotland

The ECO4 (Energy Company Obligation) scheme is a UK government-backed initiative designed to tackle fuel poverty and improve home energy efficiency across Scotland. Funded by major energy suppliers and administered by Ofgem, ECO4 takes a "whole house" approach — providing fully funded upgrades to homes with poor energy ratings. Running from 2022 to December 2026 (it has been extended), the scheme targets low-income and vulnerable households, helping Scottish homeowners and private tenants cut energy bills, reduce carbon emissions, and live in warmer, healthier homes.

What it covers

  • Properties in Scotland with an EPC rating of E, F, or G
  • Homes with inefficient heating systems or substandard insulation
  • Off-gas-grid properties, including traditional stone-built rural homes heated by oil, LPG, or electric systems
  • Both owner-occupied and privately rented properties

Who may be eligible

  • If you, or someone in your household is on means-tested benefits, such as Universal Credit, Child Tax Credit, Income Support and more.
  • You may still qualify through your local authority's Flexible Eligibility route if you have a low household income and live in a property with a low EPC rating.

What's offered

  • Insulation — loft, cavity wall, and solid wall insulation
  • Heating upgrades — replacement of inefficient boilers with energy-efficient models
  • Solar panels — rooftop PV installations to reduce electricity costs
  • Roof and underfloor insulation
  • Whole-house retrofit — multiple measures combined to maximise your home's energy performance
  • All improvements are fully funded (no upfront cost to eligible households)
  • Work is carried out by certified, accredited installers such as Herofix

Warmer Homes Scotland

Warmer Homes Scotland is the Scottish Government's flagship energy efficiency programme for households at risk of fuel poverty. It's managed by Warmworks, accessed through Home Energy Scotland, and, for eligible households, the work is fully funded by the Scottish Government at no cost to you. Support can be worth £10,000 or more depending on what your property needs.

What it covers

  • Focuses on insulation and heating improvements that make your home warmer and cheaper to heat.
  • Loft insulation (new or top-up), cavity wall insulation, external or internal wall insulation.
  • Central heating system upgrades.
  • Renewable heating technologies such as heat pumps.

Who may be eligible

  • You must live in Scotland and use the property as your main home.
  • You must be a homeowner or private sector tenant (not a council or housing association tenant).
  • Your total household income must be £36,000 a year or less, or you must receive a means-tested benefit.
  • Your home must have a poor EPC rating, typically D, E, F or G. You must have lived in the property for at least 6 months.

What's offered

  • Full funding from the Scottish Government.
  • Can be £10,000 or more, depending on what your home needs.

Grant & Funding FAQ's

Scottish homeowners may be eligible for support through the Warmer Homes Scotland scheme, which is aimed at households at risk of fuel poverty living in properties with a low Energy Performance Certificate (EPC) rating. Eligible households can receive grant-funded energy improvements, and in some cases renewable technologies such as solar panels may be included as part of a wider upgrade package. Herofix will help you understand which schemes apply to your circumstances.

Yes. The Home Energy Scotland Grant offers up to £7,500 towards the cost of a new air source heat pump installation. Eligible homeowners can also access an interest-free loan of up to £7,500 on top of the grant, making up to £15,000 in combined support available. To qualify, your installation must be carried out by an MCS-certified company — and all Herofix installations meet this requirement.

Grant availability for solar panels in Scotland has changed in recent years. The Home Energy Scotland Grant currently focuses on heat pumps and heating system upgrades — the solar and battery storage element of the scheme ended in June 2024. However, low-income households may be eligible for free or subsidised solar panels through the ECO4 scheme or the Warm Homes Local Grant. Herofix will advise you on the most up-to-date funding options for your situation.

Yes. Solar panel installations in Scotland currently benefit from a 0% VAT rate under UK Government policy, applicable until March 2027. This applies to solar panels and, in many cases, battery storage when installed as part of a solar package — reducing the overall cost of going solar for Scottish homeowners.

Herofix guides you through the entire grants process — from checking your eligibility and identifying the schemes relevant to your home, to supporting your application and ensuring your installation meets all the criteria required to qualify. There is no obligation and no jargon: we explain everything in plain terms so you can make an informed decision with confidence.

Many Scottish government energy grant schemes — including Warmer Homes Scotland — prioritise households with a lower EPC rating, as these homes typically have the greatest potential for energy efficiency improvements. If your property has a poor rating, you may be well placed to qualify for significant funding. Herofix can arrange a free assessment to help determine your home's eligibility.
